An embrace

Is this an embrace? Are they dancing? Or perhaps the woman is distressed and the man is comforting her. If so, he has a rather odd look on his face. He's looking directing into the camera and smiling in a conspiratorial manner, as if he's telling us that he intends to take advantage of the situation.
